Tega Cay didn’t know about sex offender complaints

When Tega Cay officials arrested Robert Steven Smith, 39, of Lancaster-Charlotte Hwy., Indian Land, last week, they didn’t know they were arresting a registered sex offender who was part of a multi-county investigation.
