Here are the rules of the road, sort of speak, about operating a golf cart in Tega Cay from Police Chief Rick Evelsizer…

Dear (Tega Cay) Resident,

Over the past several weeks we have received numerous calls expressing concerns about young children operating golf carts on our walking trails and general use of golf carts on City streets. I wanted to take a moment to inform you of what the law says and what our officers will enforce.

In accordance with § 56-3-115, golf cart owners must;

1) Have a valid driver’s license and be at least 16 years of age.

2) Have a permit from the Department of Motor Vehicles ($5.00)

3) Have Proof of Liability Insurance

4) Only operate on Secondary Streets and be within 2 miles from the residence or business

5) Only operate during daylight hours

6) Adhere to all other State and Local Traffic Laws.

Additionally, golf carts may cross primary streets (such as Tega Cay Drive) but cannot travel along primary highways or streets. Golf carts may not be parked on beach access paths unless signs exist indicating that golf cart parking is permissible. The law prohibits golf carts from being upgraded by adding equipment to convert the cart to a Low Speed Vehicle (§56-2-100- a Low Speed Vehicle is a four-wheeled vehicle whose speed attainable in one mile is more than twenty miles per hour).

If you are legal operating your golf cart on any of the walking trails or sidewalks in town, please be mindful of pedestrians and yield the right-of-way to them. If you see someone who is not adhering to these regulations, please notify the police department as soon as possible (803.548.0340). Please be prepared to give the location of the cart, the direction it is traveling and an accurate description of the vehicle.

If you own a golf cart and use it as alternative transportation around town, please: Obey the Law, Be Mindful of those around you and BE SAFE.

Sincerely,

Rick Evelsizer

Chief of Police

The following notice was posted to the Tega Cay City Website and sent out to email subscribers in regards to Tega Cay’s ordinance about parking on sidewalks.

Dear Residents,

We have received several questions regarding the appropriate interpretation of obstructing a public sidewalk when it crosses a private driveway. The following is to inform you of what the regulation says and that it will be enforced by our patrol and code enforcement officers accordingly. We are sending this memo out in an effort to help better educate the public and to hopefully avoid any potential violations of this regulation in the future.

Ordinance 70 (Uniform Law Enforcement), specifies in Section 70.34(1) that parking on sidewalks is unlawful. A sidewalk is defined as a paved area for pedestrian use, usually beside a roadway and located in the right-of-way easement. There are some neighborhoods in which the sidewalk extends across and through a private driveway, causing confusion as to whether it is actually a pedestrian easement. The public sidewalk runs through the private driveway and, as such, parking a vehicle in such a manner that obstructs this pedestrian easement is a violation of Ord. 70, Section 70.43(1).

It is the intent of the Tega Cay Police Department and City Code Enforcement Officers to respond to complaints regarding parking on sidewalks by first informing the offender of the violation and requesting compliance with City Ordinances. Should the offender not comply with this direction, the officer may issue a parking ticket, or a summary notice.

If you should have any questions regarding this, please do not hesitate to contact a member of our Police Department Staff. My staff and I welcome the opportunity assist you in any way.

Sincerely,

Rick Evelsizer

Chief of Police

A note from Tega Cay Mayor George Sheppard

It is with deep sadness that I write to inform you that our City’s second mayor, Hubert Graham, passed away last night. Hubert served Tega Cay as its Mayor from 1984 to 1988. While this is a very sad time for the thousands of residents that had the pleasure of knowing him, it is also a time to reflect on what a wonderful man Hubert was and what he truly meant to the residents of Tega Cay. Hubert was a great ambassador for the City, both during and the many years after his time in office. He was a champion of the Pennies for Progress program while it was in its infant stages. His support of this program is just one example of his vision and devotion to the residents of Tega Cay. It is because of his support and his vision that we will have Tega Cay’s first Pennies for Progress project, the future Hubert Graham Way. On behalf of the City I wish to extend my deepest sympathy and sincerest condolences to the Graham Family during this difficult time.
